Rose Osborne is the Founder, President & CEO of ROC Smart Process Compliance, a Women Owned Small Business (WOSB) and Women’s Business Enterprise (WBE) certified by Women’s Business Enterprise National Council (WBENC), 2022. Rose focuses on Department of Defense (DoD) vendors (Defense Industrial Base (DIB)) to enable DIB success in meeting DoD requirements mandated for Defense Federal Acquisition Regulation Supplement (DFARS) contracts. Rose is a Governance, Risk, and Compliance (GRC) subject matter expert whose credentials include Certified CMMC Professional (CCP) – > CyberAB > Directory CompTIA Security+, ISC2 Certified Authorization Professional (CAP) / ISC2 Certified in Governance, Risk and Compliance (CGRC), and ISACA Capability Maturity Model Integration (CMMI®) v2.0 Certified Associate, ATM 20 < Appraisals/BMA and multiple ISO and Airborne standards expertise. Rose established the ROC® Smart Process Compliance Approach to simplify and translate DoD DFARS requirements for DIB vendors that process, store, or transmit Controlled Unclassified information (CUI) and Federal Contract Information (FCI). Rose empowers business focused success tools and methodologies that align business objectives with DoD cybersecurity, development and service objectives.
On the commercial side, she led the transition of Princeton Video Image Inc. (an R&D, PhD Think Tank) from the initial development of their Sport Enhancement & Live Advertisement Software (Search, Occlusion and Tracking, PVI Staff Patented Technology) to production (live-air broadcast) utilizing and institutionalizing the CMMI® DEV Model Process Areas. Building the culture was integral to the success of PVI’s National and International Sport Software Applications “Agile like” dynamic deployment. This led to the first use of the PVI’s FDL Technology during the National Football League (NFL) Super Bowl 2001 Broadcas
Prior to CMMC, Rose had an exceptional Engineering Career, privileged to work with brilliant minds on state-of-the-art Department of Defense (DoD) and North Atlantic Treaty Organization (NATO) SW, FW, & HW Development Programs and Standards Compliance. She built her knowledge and lessons through solid hands-on program experiences, collaborating with TOP Government Contractors: Lockheed Martin Corp, Boeing Co, Northrop Grumman Corp, Raytheon Technologies Co, ITT Industries, Space Systems, Harris Corp., Space & Intelligence System (SIS). This includes collaboration with Military Customer, MITRE, Aerospace, National Security Agency (NSA).

Rose was born in Madrid, Spain. She is fluent in English and Castilian/Spanish. well in Portugese. She is a graduate of the New Jersey Institute of Technology (NJIT), with a Bachelor of Science in Information Systems. She has a Master’s in Science in Computer Science from Fairleigh Dickinson University with graduate level credits earned at Stevens Institute of Technology. She holds an active clearance. In her spare time, she enjoys dance, hiking, yoga, learning and quality time with family and friends.

Capability Maturity Model Integration (CMMI)
Is a process level improvement training and appraisal program. Administered by the CMMI Institute, a subsidiary of ISACA, it was developed at Carnegie Mellon University (CMU). It is required by many U.S. Government contracts, especially in software development. CMU claims CMMI can be used to guide process improvement across a project, division, or an entire organization.
